A condition of approval will <br /> require the applicant provide adequate landscaping to mitigate any adverse noise or visual <br /> impacts to adjacent properties. Based on the above, a change of zoning to the RM-1.5 <br /> district classification is appropriate in this area and the request is consistent with the <br /> General Plan. <br /> All essential utilities and services are available to the site. Access to the <br /> property is from Hualalai Street, which is a County owned and maintained roadway with <br /> a right-of way width of 60 feet. The applicant will construct a 32-foot wide asphalt paved <br /> driveway aligned with Hualalai Street. A condition of approval will require that any <br /> driveway connection to Hualalai Street conform to Chapter 22, County Streets, of the <br /> Hawai`i County Code. <br /> According to the Department of Water Supply(DWS), water can be made <br /> available to the property via an existing 8-inch waterline within Kapi`olani Street by <br /> extending approximately 260 lineal feet of 8-inch waterline to the subject property. The <br /> proposed request would also require the installation of a reduced pressure type backflow <br /> prevention assembly within five feet of the existing or additional water meters. <br /> Conditions of approval will be included to address the Department of Water Supply's <br /> requirements. <br /> A County sewer line is located along Hualalai Street. The Department of <br /> Environmental Management has indicated that the applicant will be required to provide a <br /> sewer study prior to connection to the County sewer line. A condition of approval will <br /> require that the applicant provide a sewer study, construct any required upgrades to the <br /> existing sewer system in Hualalai Street, and connect to the existing County sewer line <br /> prior to the issuance of a Certificate of Occupancy. Solid waste will be disposed of by <br /> commercial haulers or individual homeowners into an approved landfill. <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X", an area determined to be outside the 500-year floodplain. A condition of approval <br /> will require the applicant to submit a drainage study to the Department of Public Works <br /> and construct any required drainage improvements. Additionally, all development <br /> generated storm run-off will be disposed of on-site and not allowed onto adjacent <br /> properties or roadways. <br />
