TAI <br /> CHANGE OF ZONE APPLICATION(REZ 13-167) <br /> VINCENT T.C.TAI has submitted an application for a Change of Zone from a <br /> Multiple-Family Residential—2,500 square feet(RM-2.5)to a Multiple-Family Residential— <br /> 1,500 square feet(RM-1.5)zoned district for approximately 3.292 acres of land. The subject <br /> property is located at the end of Hualalai Street,just west of the Hualalai Street/Hale Nani Street <br /> intersection, Waiakea, South Hilo,Hawai`i, TMK: 2-4-028:009. <br /> PROPOSED ACTION <br /> 1. Request: Change of zone from RM-2.5 to RM-1.5 for approximately 3.292 acres of <br /> land. With the current RM-2.5 zoning, the subject 3.292-acre property can be developed <br /> with a maximum of 57 residential units. Whereas, with the proposed RM-1.5 zoning, a <br /> maximum of 95 residential units could be developed on the subject property. It should <br /> also be noted that Hawai`i County Code Chapter 11 (Affordable Housing), Section 11-8 <br /> allows a 10%density bonus for a project that fulfills its affordable housing requirement <br /> by constructing affordable dwelling units for sale or rent,which in this case would allow <br /> a maximum of 104 residential units to be developed on the subject property. According <br /> to the Zoning Code,the purpose of the Multiple-Family Residential district is to provide <br /> for medium and high density residential use. It covers areas with full community <br /> facilities and services. It may occupy transition areas between commercial or industrial <br /> areas and other districts of less intense land use. Requirements for establishing a land use <br /> in the RM district, including a list of the variety of permitted land uses, are shown in <br /> Section 25-5-30 to 38 of the Zoning Code. Proposed Development: The applicant is requesting a change of zone in order to <br /> develop an affordable housing project known as "Hualalai Court"consisting of 88 <br /> affordable housing units, of which 50 will be one-bedroom units approximately 580 <br /> square feet in size, 36 will be two-bedroom units approximately 760 sq ft in size, and 2 <br /> Attachment to: Comm. 718 <br /> Bill 214 <br />
