Change of Zone Ordinance 10 109: In 2009 the applicant successfully rezoned the <br /> subject property from Single-Family Residential—7,500 sq ft(RS-7.5)to RM-2.5. At <br /> that time the applicant planned to develop 57 to 62 two-story attached townhouses. <br /> STATE AND COUNTY PLANS <br /> 5. State Land Use Designation: Urban. <br /> 6. County Zoning: Multiple-Family Residential—2,500 square feet(RM-2.5). <br /> 7. General Plan LUPAG Map: Medium Density Urban, which allows a maximum <br /> residential density of 35 units per acre(115 for the subject property). <br /> 8. Hilo Community Development Plan(CDP): The Hilo Community Development Plan <br /> adopted by Planning Commission Resolution No. 1 on May 21, 1975 identifies the area <br /> as RS/RM/PUD. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 9. Subject Property: The subject property is relatively flat and has previously been <br /> graded. It is improved with a one-story single-family dwelling,detached carport, and <br /> swimming pool located on the far northwest end of the property. These structures would <br /> be removed upon approval of the change of zone request and development of the <br /> property. <br /> 10. Surrounding Zoning/Land Uses: Adjacent properties are zoned RS-7.5 and RM-1.5 <br /> and are in single-family residential use or vacant. The Hualalai Subdivision, consisting <br /> of single-family dwellings is located immediately to the south of the subject property. <br /> Higher density double-family and multiple-family residential uses, including Lanakila <br /> Homes Public Housing are located further south on lands zoned RD-3.75.
