We recommend that the Office of County Clerk's and Office of Elections' management <br /> review the Administrative Manual of the Hawai'i County Council and the Office of the <br /> County Clerk with all employees and stress the importance of complying with the manual. <br /> b. We recommend that employees exercise greater care in recording and transferring <br /> information for the accurate recording of all expenditures. <br /> c. Management should monitor the employee's efforts in the first two general <br /> recommendations and improve communications with employees to ensure effective and <br /> efficient service. <br /> We were not engaged to and did not conduct an audit, the objective of which would be the expression of <br /> an opinion on the expenditure detail report. Accordingly, we do not express such an opinion.
