HOME INVESTMENT PARTNERSHIPS(HOME)PROGRAM <br /> The State of Hawai'i is required to submit its 2014 Action Plan to HUD for the HOME <br /> program. In 2012 the State implemented a new method in allocating the HOME <br /> program funds. The HOME program funds were allocated on a three year rotation <br /> basis beginning with Hawai'i County followed by Kauai County and Maui County. <br /> The designated County will receive the entire allocation of HOME funding, less 2.5% <br /> of the allowable administrative funding which will be retained by the State's Hawai'i <br /> Housing Finance and Development Corporation (HHFDC) to cover program <br /> administrative expenses (approximately$75,000). Since the County of Hawai'i <br /> received the full allocation of approximately$2,925,000.00 for the 2012 HOME <br /> program we will not receive any HOME funds until 2015. Because the County of <br /> Hawai i is not receiving any HOME funds for 2014 the County has not requested <br /> project proposals. The County of Hawai'i anticipates receiving $25,000.00 of. <br /> program income. Should the County of Hawai'i receive any program income or if <br /> there are any cancelled or reprogramming of HOME funds it will be applied to the <br /> Tenant Based Rental Assistance Program, the Na Kahua Hale 0 Ulu Wini Project or <br /> the Mohouli Heights Senior Neighborhood Project. <br /> OBJECTIVE/OUTCOME: <br /> The 2014 CDBG projects meet.the Objectives and Outcomes which are identified in <br /> the County's Consolidated Plan. The housing projects meet the affordable housing <br /> objective by creating new affordable housing and sustaining existing housing through <br /> land acquisition, renovation and repair. The public facility projects meet the suitable <br /> living environment objective by developing site and infrastructure improvements for <br /> an adult day care center, by acquiring a Midland brush truck for a rural fire station <br /> and removing architectural barriers. <br /> EVALUATION OF PAST PERFORMANCE: <br /> The County developed its Consolidated Annual Performance and Evaluation Report <br /> (CAPER) and submitted the report to HUD on September 25, 2013. The report states <br /> that the County has accomplished the following during the period of July 1, 2012 to <br /> June 30, 2013: <br /> HOUSING & SPECIAL NEEDS: <br /> Provided 14 new households with Tenant Based Rental Assistance <br /> Completed 9 Self-Help houses in N. Kohala, Hawai'i <br /> Completed 7 Self-Help houses in Keaau, Hawai <br /> Provided 7 homebuyer education/counseling sessions-6 Section 8 <br /> clients attended <br /> RERP - Rehabilitated 5 homes <br /> NAHASDA - 6 homes completed <br /> HPG - 10 home completed <br /> HOMELESS <br /> Completed Point in Time Count <br /> COMMUNITY DEVELOPMENT: <br /> Completed acquisition of fire tanker for Pahoa Fire Station <br /> Completed construction of the new Panaewa Park Covered Play Courts <br /> Completed ROAB at Carvaiho Park & Piihonua Gym, Waiakea Uka Park <br /> & Gym and Panaewa Park. <br /> Fifth Program Year Action Plan 2 Version 2.0 <br /> } <br />
