' <br />Goal: Protect and enhance the sites, buildings and objects of significant historical and <br />cultural importance to Hawaii. <br />Policy: The County of Hawaii shall require both public and private developers of land <br />to provide a historical survey prior to the clearing or development of land when <br />there are indications that the land under consideration has historical <br />significance. <br />Standard: The evaluation of the importance of specific historic sites is necessary for future <br />action. The following standards establish a framework for evaluating sites. <br />Sites of traditional and cultural significance. <br />Discussion: An addendum archaeological inventory survey conducted by Paul H. Rosendahl, <br />Ph.D. on the project site identified four new sites as significant. In addition, the applicant <br />proposes to submit to DLNR-State Historic Preservation Division an archaeological <br />preservation plan prior to any land altering activity or development on the project site. <br />Therefore, the proposed change of zone would not be inconsistent with the goal of protecting <br />and enhancing significant historical sites. <br />Natural Resources and Shoreline <br />Goals: Protect and conserve the natural resources of the County of Hawaii from undue <br />exploitation, encroachment and damage. <br />Protect and effectively manage Hawaii's open space, watersheds, and natural <br />areas. <br />rEnsure that alterations to existing land forms and vegetation, except crops, and <br />construction of structures cause minimum adverse effect to water resources, and <br />scenic and recreational amenities and minimum danger of floods, landslides, <br />erosion, siltation, or failure in the event of earthquake. <br />Policies: The County of Hawaii should require users of natural resources to conduct their <br />activities in a manner that avoids or minimizes adverse effects on the <br />environment. <br />1 <br />�I <br />
