71 <br />The shoreline of the island of Hawaii shall be maintained for recreational, <br />educational, and/or scientific uses, in a manner that is protective of resources <br />and is of the maximum benefit to the general public. <br />The shoreline shall be protected from the encroachment of man-made <br />improvements and structures. <br />The County shall encourage an overall conservation ethic in the use of Hawaii's <br />resources by protecting, preserving, and conserving the critical and significant <br />natural resources of the County of Hawaii. <br />Standard: The following shall be considered for the protection and conservation of natural <br />resources: <br />Areas necessary for the protection and propagation of specified <br />endangered native wildlife, and conservation for natural ecosystems of <br />endemic plants, fish and wildlife. <br />Discussion: The implementation of an archaeological preservation plan and anchialine pool <br />' management plan will help to protect the natural and cultural resources, as recommended by <br />the goals, policies and standard of this General Plan element. A certified shoreline survey has <br />' been prepared for the property, and no improvements are proposed within the 40 -foot setback <br />area mauka of the shoreline. Thus, the shoreline will be protected from the encroachment of <br />man-made improvements and structures. <br />Land Use -General <br />Goal: Designate and allocate land uses in appropriate proportions and mix and in <br />keeping with the social, cultural, and physical environments of the County. <br />Policy: Allocate appropriate requested zoning in accordance with the existing or projected <br />needs of neighborhood, community, region and County. <br />Standard: Zoning requests shall be reviewed with respect to General Plan designation, <br />district goals, regional plans, State Land Use District, compatibility with adjacent <br />zoned uses, availability of public services and utilities, access, and public need. <br />Discussion: The requested change of zone will maintain the present resort environment of the <br />Waikola Beach Resort complex which is located immediately north and adjacent to the project <br />site. Access to the project site is provided by means of a private improved road off of <br />`Anaeho'omalu Beach Park access road. Public services and utilities are presently available in <br />the area.
