In <br />' Land Use - Resort <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />A <br />i <br />I <br />I <br />I <br />I <br />r <br />J <br />Goals: Provide for resort development that maximizes convenience to its users and <br />optimizes the benefits derived by the residents of the County. <br />Ensure that resort developments maintain the social, economic, and physical <br />environments of Hawaii and its people. <br />Policies: The County may impose incremental and conditional zoning which would be <br />based on performance requirements. <br />Zoning of resort areas shall be granted when the proposed development is <br />consistent with and incorporates the stated goals, policies and standards of the <br />General Plan. <br />The County shall designate and allocate future resort areas in appropriate <br />proportions and in keeping with the social, economic, and physical environments <br />of the County. <br />The County shall evaluate resort areas and the areas surrounding existing resorts <br />to insure that viable quality resorts are developed and that the surrounding area <br />contributes to the quality, ambience and character of the existing resorts. <br />Discussion: The low density resort use proposed for the property, which is at the edge of the <br />Waikoloa resort area, will provide a good transition between the intensive hotel -resort use <br />immediately north of the property and the conservation district immediately south of the <br />property. The proposed development will essentially utilize the utilities and roads that were <br />previously installed to service this property, along with the other parcels in the Waikoloa Resort <br />area. The high quality of the improvements proposed will also maintain the ambience and <br />upscale character of the Waikoloa Resort area. Thus, the proposed development is consistent <br />with the General Plan Land Use Resort goals and policies. <br />A location map and site plan are attached as Exhibits 1 and 4 respectively, to this <br />application.
