Arakaki, Chairman <br />and Members of the County Council <br />Page 2 <br />o Designate and allocate land uses in appropriate proportions and mix and in <br />keeping with the social, cultural and physical environments of the County. <br />o Zoning request shall be reviewed with respect to General Plan designation, <br />district goals, regional plans, State Land Use District, compatibility with <br />adjacent zone uses, availability of public services and utilities, access and <br />public need. <br />o The County shall encourage the maintenance of communities meeting the <br />needs of its residents in balance with the physical and social environment. <br />The Land Use Pattern Allocation Guide (LUPAG) Map component of the General <br />Plan is a representation of the document's goals, policies, standards and courses of action. <br />It is also a graphic depiction of the physical relationships among the various land uses. <br />The LUPAG Map establishes the basic land use pattern for areas within the County. The <br />LUPAG Map designates the area as "Resort." The area is part of the Waikoloa Beach <br />Resort. This low density family resort is will enhance the overall financial feasibility of <br />the community and make possible future site improvements which will add to the <br />attractiveness of the area for visitors. The subject property is an integral part of the <br />Waikoloa Beach Resort area. <br />Resort - Goals <br />Maintain an orderly development of the visitor industry. <br />Provide for resort development that maximizes conveniences to its users and <br />optimizes the benefits derived by the residents of the County. <br />Ensure that resort developments maintain the social, economic, and physical <br />environments of Hawaii and its people. <br />Resort - Policies <br />o Zoning of resort areas shall be granted when the proposed development is <br />consistent with and incorporates the stated goals, policies and standards of the <br />General Plan. <br />The County shall designate and allocate future resort areas in appropriate <br />proportions and in keeping with the social, economic, and physical <br />environments of the County. <br />
