REQUEST: <br /> To amend Ordinance 13-66, the Capital Budget by adding an appropriation: <br /> Downtown Hilo Accessibility and Mobility Improvement Plan <br /> and Island-Wide Complete Streets Program $100,000.00 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Ordinance No. 12-150 GO Bonds funds $200,000, of which $100,000 is currently allotted to the <br /> Downtown Hilo Accessibility and Mobility Improvement Plan and Island-Wide Complete Streets Program <br /> (Ordinance 11-60). The additional funds will provide consultant assistance to prepare a Complete Streets <br /> Program, including street standards, to fulfill State requirements for a Hawaii County Complete Streets Policy <br /> and Implementation Program. It will provide funding for technical transportation and planning consultant <br /> assistance to prepare a Downtown Hilo Multi-modal, parking and traffic calming plan and County-wide <br /> Complete Streets Policy that will address access and mobility for all users of public streets. <br /> The State passed Act 54 (HRS Section 264-20.5) in 2009, which became effective January 1, 2010, <br /> requiring each County to adopt a Complete Streets Policy. The County adopted Resolution 171-11 on <br /> October 19, 2011, supporting the establishment of a Hawai'i County Complete Streets Policy. <br /> County of Hawaii General Plan Polices 13.1.3(c), (d), (e), and (f) and Policy 13.4.3 also support the <br /> development of an improved, comprehensive multi-modal transportation plan that addresses the needs of <br /> mass transit, bicycle, pedestrian systems and automobiles in new and reconstructed public street designs. <br /> The requested allottment will allow the County to complete the necessary analysis and develop a variety of <br /> street sections to implement the State's Complete Streets legislation on an island-wide basis. <br /> Public Works would like to request a waiver from the Finance Committee in order to expedite the project. <br /> f AJ <br /> SIGNED: v /�-� DATE: l�- <br /> �' Department Head <br />
