�JN�V os M,�1 <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> 7r GF•N►.0 <br /> RESOLUTION NO. 422 14 <br /> RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL <br /> YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR <br /> AGREEMENT WITH TYLER TECHNOLOGIES FOR THE UPGRADE TO, AND <br /> HOSTING OF, THEIR IASWORLD SOFTWARE, TO BE USED BY THE FINANCE <br /> DEPARTMENT'S REAL PROPERTY TAX DIVISION <br /> WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other <br /> obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one <br /> fiscal year be approved by resolution; and <br /> WHEREAS, the County of Hawaii Finance Department's Real Property Tax Division currently <br /> uses Tyler Technologies IAS (Integrated Assessment System) software for the valuing of improved <br /> property; and <br /> WHEREAS, in order to maintain compatibility with the State's shift to using Marshall and Swift <br /> cost tables and methodologies, it is necessary to upgrade the County's current system IAS's cloud- <br /> based IASWorld software; and <br /> WHEREAS, there is a one-time fee which is included in the multi-year agreement indicated <br /> above, for the conversion of the current data into the new Marshall and Swift format; and <br /> WHEREAS, a multi-year agreement for this cloud based system will result in a significant cost <br /> savings over an upgrade to a County-owned server based system; and <br /> WHEREAS, the County of Hawai'i wishes to enter into a three (3) year agreement with options <br /> to renew, with Tyler Technologies in order to upgrade and host the County's current real property tax <br /> assessment software to (Tyler Technologies') IASWorld software, and to convert current data to the <br /> Marshall and Swift format; now, therefore, <br />
