WHEREAS, the IRT works with state, county, and municipal governments,Native <br /> American tribes, and nonprofit organizations that have 501(c) status with the U. S. Internal <br /> Revenue Service to construct projects to the specifications of the applying entity. The services <br /> that may be provided are designing, engineering, construction (zero labor cost), land clearing, <br /> planting, and demolition of buildings that do not contain hazardous material. The IRT is <br /> qualified to build subterranean, horizontal, and vertical structures. The IRT may bring its own <br /> heavy equipment or rent it in the municipality if the application specifies that heavy equipment <br /> will be needed. All materials must be furnished by the applying entity. This joint process may <br /> save from 30-60 percent of the construction cost while allowing the IRT service members to be <br /> trained. The IRT programs finds engineering and construction professions within the military to <br /> lead the project. Service members without those profession qualifications are trained on-the-job <br /> by the IRT professionals. The IRT works directly with and can be supervised by the appropriate <br /> County engineers, project managers, and inspectors as the Department of Water Supply <br /> ("DWS") chooses; and <br /> WHEREAS, the DWS has investigated and determined that potable water is most likely <br /> to be found along the 1,750-foot-elevation topographical line in South Kona. There is a property <br /> owner who is willing to sell or otherwise negotiate to convey land (TMK: 8-2-001:113) at the <br /> proper elevation to the Board of Water Supply; and <br /> WHEREAS, the DWS needs between one to two acres of land on which to drill an <br /> exploratory well. If the exploratory well meets DWS requirements, DWS will approve <br /> construction of an electrical control building, a one-million-gallon reservoir, place a twelve-inch <br /> water main from the reservoir to the mauka location of an existing eight-inch water main on <br /> Kiloa Road, Captain Cook, and replace that eight-inch water main with a twelve-inch water main <br /> to the Mamalahoa Highway; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> Board of Water Supply is urged to authorize the placement of a new Captain Cook well, <br /> reservoir, support buildings, and water main in its five-year plan, authorize the DWS to complete <br /> an application to the IRT to engineer and construct the well to DWS standards, and may request <br /> these services to be completed in phases in the application. <br /> 3 <br />
