The properties conform to this standard as it is situated in the <br /> area designated for urban expansion in the General Plan. Additionally, there are three <br /> large commercial and/or light industrial projects previously approved by Special Permits, <br /> which are within 1,500 feet of this project. Lastly, the project site is situated in the <br /> Hawaiian Ocean View Estates subdivision and across from the Hawaiian Ranchos <br /> subdivision. <br /> The reclassification action conforms to the goals, objectives and/or policies <br /> articulated in the Hawaii State Plan including the objective to "encourage an <br /> increase in economic activities and employment opportunities on the neighbor <br /> islands consistent with community needs and desires." <br /> The reclassification action also conforms to the following goals, policies and <br /> standards of the Land Use and Economic General Plan Elements and the General <br /> Plan LUPAG Map: The Land Use Pattern Allocation Guide(LUPAG) Map component <br /> of the General Plan is a representation of the document's goals and policies to guide the <br /> coordinated growth and development of the County. It reflects a graphic depiction of the <br /> physical relationship among the various land uses. The LUPAG Map establishes the <br /> basic urban and non-urban form for areas within the County. The proposed request <br /> conforms to the LUPAG Map, which designates the properties as Urban Expansion Area, <br /> which allows for a mix of high density, medium density, low density, industrial, <br /> industrial-commercial and/or open designations in areas where new settlements may be <br /> desirable,but where the specific settlement pattern and mix of uses have not yet been <br /> determined. <br /> The reclassification request would further the County's goals of providing an <br /> economic environment that allows new or existing businesses to expand and diversify the <br /> County's economic base, and also increase choice of occupations. The proposed use <br /> would be consistent with the following goals, policies and standards of the Economic, <br /> Land Use and Commercial Elements of the General Plan. <br /> Economic Element: <br /> • Provide residents with opportunities to improve their quality of life through <br /> economic development that enhances the County's natural and social <br /> environments. <br />
