Rule 3 <br />QUORUM <br />1. A majority of the entire membership of the <br />council or committees shall constitute a quorum for <br />meetings. <br />2. A majority vote of the entire membership of the <br />council or committees shall be necessary to take any <br />action. <br />3. Public hearings, workshops, site visitations and <br />meetings not requiring any action may convene with less <br />than a majority. <br />4. During the course of any meeting, a majority of <br />less than a quorum may recess until a quorum has been <br />established. <br />-3- 12/07/98 <br />
