Rule 4 <br />OFFICERS AND THEIR DUTIES <br />1. Presiding Officer. The chairperson of the <br />council shall be the presiding officer of the council. The <br />chair shall have the right to vote as other members. When <br />the chairperson is temporarily unable to perform his/her <br />duties, the vice -chairperson shall have all the powers and <br />be subject to all the duties of such chairperson. In the <br />absence of the chairperson and vice chairperson, the <br />council shall elect from among its members a temporary <br />presiding officer. <br />It shall be the duty of the chairperson: <br />(a) To open the meeting of the council at the <br />appointed hour by taking the chair and <br />calling the meeting to order. <br />(b) To announce the business before the council <br />in the order prescribed by the rules. <br />(c) To authenticate by his/her signature all <br />acts of and doings by the council when <br />necessary. <br />(d) To receive all communications, bills, <br />resolutions, and other items from the <br />public, the mayor, various departments of <br />the government, and individual council <br />members, and to immediately make the <br />property referrals of these matters brought <br />before the council to the appropriate <br />committee chairperson(s). All <br />communications shall be numbered and made <br />available to the public. <br />4- 12/07/98 <br />
