(e) May authorize waiver requests for items to <br />be waived to the council agenda upon written <br />approval of the committee chair. <br />(f) To maintain order and proper decorum at all <br />meetings. The chairperson shall not engage <br />in debate or discussion of any issue by the <br />council. He/she may do so by first <br />relinquishing the chair to the vice - <br />chairperson. <br />(g) To vote in case of a tie, or when the "aye" <br />and "no" vote is demanded. <br />(h) To provide for the coordination of all <br />administrative activities and to see that <br />they are honestly, efficiently and lawfully <br />conducted. <br />(i) To sign all instruments requiring execution <br />or agreement approved by the council. <br />(j) To serve as the chief spokesman and <br />representative for the council for matters <br />before the public, the state and the federal <br />governments, and the county administration, <br />in accordance with the policies of the <br />council. <br />(k) To assist the chairpersons and members of <br />the committees and subcommittees by assuring <br />the availability of adequate administrative <br />and staff support, including managerial, but <br />not limited to any and all administrative <br />duties and responsibilities related thereto. <br />(1) To authorize (approve or deny) all travel <br />requests of council members and staff. <br />5- 12/07/98 <br />
