,-J���ofH��••. <br /> COUNTY OF HAWAII ' ft: STATE OF HAWAII <br /> ..�OF•M' <br /> RESOLUTION NO. 471 14 <br /> A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR <br /> HOUSING ASSISTANCE PAYMENT CONTRACT (AGREEMENT) WITH THE <br /> PROPERTY OWNER OF THE THE PROJECT SELECTED FOR THE SECTION 8 <br /> PROJECT-BASED VOUCHER PROGRAM (PBV PROGRAM) AS OFFERED <br /> THROUGH A PUBLIC NOTICE DATED APRIL 13, 20, AND 27, 2014. <br /> WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or <br /> other obligation requiring payment of funds from the appropriations of a later fiscal year or of <br /> more than one fiscal year, be approved by resolution; and <br /> WHEREAS, the Office of Housing and Community Development(OHCD) published a <br /> Public Notice in the local newspapers informing property owners that the OHCD was accepting <br /> proposals for the Section 8 Project Based Voucher Program; and <br /> WHEREAS, under the Project-Based Voucher Program, the OHCD will attach a Section <br /> 8 Housing Assistance Payment Contract(Agreement) to an existing structure or newly <br /> constructed or rehabilitated housing; and <br /> WHEREAS, the purpose of the Section 8 Project-Based Voucher Program is to <br /> encourage property owners to make available rental housing units to low-income families that <br /> are not within the current housing fair market rents; and <br /> WHEREAS, the OHCD would like to assist one hundred eight (108) units in the County <br /> of Hawaii under the funding available for this purpose; and <br /> WHEREAS, the County of Hawai'i wishes to enter into a multi-year agreement with <br /> property owners or property managers of the selected by the OHCD utilizing the Section 8 <br /> Project Based Voucher Program's evaluation process; and <br /> WHEREAS, the OHCD is requesting authorization for the Mayor to enter into a multi- <br /> year agreement with property owners or property managers of the selected Project-Based <br /> Voucher projects; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> Mayor is hereby authorized to enter into a multi-year agreement with Provider(s) for the Section <br /> 8 Project-Based Voucher Program offered through the Public Notice dated April 13, 20 and 27, <br /> 2014. <br /> BE IT FURTHER RESOLVED, that sufficient federal funds from the U.S. Department <br /> of Housing and Urban Development will be budgeted in future fiscal years to cover the <br /> anticipated obligations of the County under the terms of the agreement. <br />
