BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This appropriation is needed to upgrade and improve existing signal operations with hard and soft <br /> connections involving fiber optics, DSL, TV cameras, uninterrupted power sources (UPS), signal heads, <br /> associated traffic signal devices, pre-emption equipment, video and hard wire counters and wireless <br /> equipment.
