SCHEDULE A <br /> HPD ROADBLOCK <br /> PROBLEM STATEMENT <br /> Identify the traffic safety related problem or deficiency that the proposed grant is intended to correct. <br /> Identify and gather appropriate data relevant to the problem. Collision/fatalities data appropriate to the <br /> identified problem and a brief analysis of the data is required. When available, three years of data <br /> should be presented and analyzed. When identifying the problem, take into consideration changes in <br /> population, traffic patterns and other demographic dynamics that may affect traffic safety. <br /> Impaired driving has perhaps the highest profile among all traffic safety issues. Alcohol <br /> countermeasure programs have been vigorously pursued for decades with aggressive <br /> campaigns in both the public and private sectors. Despite these efforts, impaired driving <br /> remains a highly difficult issue. Nationally, there were 33,808 traffic deaths in 2009, 10,839 or <br /> 32% of those were killed in crashes where at least one driver or non-occupant had a BAC of .08 <br /> g/dL or higher. <br /> Impaired driving continues to be a problem in Hawai i. From 2006 to 2010, there were 628 <br /> traffic fatalities of which 309 or 49.2% were impaired-related. In 2009, of the 109 traffic <br /> fatalities 58 or 53.2% were alcohol-related.
