REPORT OF THE <br /> COMMITTEE ON AGRICULTURE, WATER <br /> AND ENERGY SUSTAINABILITY <br /> REGARDING: Comm. No. 1048/Resolution No. 525-14 <br /> DATE: September 30, 2014 <br /> LOCATION: Council Chambers, Hilo, Hawai`i <br /> TITLE: A Resolution Strongly Urging the Director of the Department of <br /> Environmental Management to Increase the Diversion Rate of Solid <br /> Waste as Recommended in the 2009 Zero Waste Implementation Plan <br /> for the County of Hawaii. <br /> EXPLANATION: From Council Member Margaret Wille, this Resolution strongly urges <br /> the Department of Environmental Management to increase the <br /> diversion rate of solid waste going into landfills by: <br /> 1. Requiring commercial haulers to provide recycling services; and <br /> 2. Allowing commercial haulers to use the County drop off bins <br /> and collection areas for recyclables, compostables, and <br /> reuse-ables at all solid waste transfer stations; and <br /> 3. Updating signage and information describing materials that <br /> should be deposited in recycling bins; and <br /> 4. Installing drop-off bins for green waste at all transfer stations by <br /> January 1, 2016; and <br /> 5.
