J Yoshimoto, Council Chair <br /> and Members of the County Council <br /> Page 3 <br /> The Land Use Pattern Allocation Guide(LUPAG) Map component of the General <br /> Plan is a representation of the document's goals and policies to guide the coordinated <br /> growth and development of the County. It reflects a graphic depiction of the physical <br /> relationship among the various land uses. The request to change the zoning to a CV-10 <br /> district conforms to the LUPAG Map, which designates the property and the surrounding <br /> area as Medium Density Urban. Such designation allows village and neighborhood <br /> commercial uses and single-family and multiple-family residential uses and related <br /> functions, up to 35 units per acre. In addition to being consistent with the LUPAG Map, <br /> the request would also support the following goals and policies of the General Plan Land <br /> Use and Economic elements: <br /> • Centralization of commercial activities in Pahoa Town,rather than along <br /> the Pahoa Bypass, to serve the residents of Lower Puna shall be <br /> encouraged. <br /> • Encourage the concentration of commercial uses within and surrounding a <br /> central core area. <br /> • Require developers to provide basic infrastructure necessary for <br /> development. <br /> • Identify the needs of the business community and take actions that are <br /> necessary to improve the business climate. <br /> The request to change the zoning district from residential to commercial would be a more <br /> appropriate land use pattern for the property as it will provide a place in Pahoa Town for <br /> small businesses to be established. The Puna district has an abundance of land that is <br /> developed or can be developed for residences or agricultural uses,but there is not enough <br /> commercial-zoned land to provide goods and services to the residents. Providing <br /> additional commercial-zoned lands in Pahoa Town would reduce scattered commercial <br /> development outside of Pahoa that may be permitted on agricultural lands by Special <br /> Permit. <br /> The Puna Community Development Plan (PCDP) defines three types of <br /> village/town centers (regional, community, and neighborhood) which differ in size and <br /> range of uses according to their intended function. The subject property is located within <br /> the preliminary boundaries of the Pahoa Regional Town Center which is meant to serve <br /> as the commercial and civic center for lower Puna residents.
