Funding is currently available to prepare regional <br /> town center plans for Pahoa, which is expected to be completed in the next 18 to 24 <br /> months. Although it would be preferable to implement zoning changes after this plan is <br /> created, it is not a requirement of the PCDP and zoning changes can be granted in the <br /> interim so long as the proposed zoning district is consistent with the General Plan <br /> LUPAG Map. Lastly, the applicant met with the Puna Community Development Plan <br /> Action Committee and was in full agreement to conform the project site layout and <br /> building design to the Pahoa Village Design Guidelines. <br /> Based on the above findings, the request will conform to the General Plan and <br /> Puna Community Development Plan. <br /> All essential utilities and services are available to the site. Access to the <br /> project site is from Pahoa Village Road, which is a County owned and maintained <br /> roadway identified as a collector with an existing right-of-way width of approximately <br /> 40-feet and a pavement width of approximately 20 feet with grassed shoulders. The <br /> Department of Public Works (DPW)has recommended that the applicant provide <br /> improvements to the property's entire Pahoa Village Road frontage consisting of, but not <br /> limited to,pavement widening with concrete curb, gutter and sidewalk, drainage <br /> improvements, and any required utility relocation which will be located in any future road <br /> widening setback established by the Planning Department. <br /> In the past, the Planning Department and County Council have not required future <br /> road widening strips along Pahoa Village Road from landowners that have rezoned their <br /> properties to a commercial zoning district. However, in 2008 the Puna Community <br /> Development Plan was adopted, which recommends that village/town centers incorporate <br /> walking and bicycle paths into the roadway network. In order to provide these <br /> multimodal facilities, additional right-of-way will be needed. Therefore, the Department <br /> recommends that the future road widening strip and road frontage improvements be <br /> required as a condition of approval for the Change of Zone. <br /> The project site has no severe geological or topographical problems which cannot <br /> be properly rectified or which would render the land unusable. The property is located in <br /> flood zone"X" which is an area determined by FEMA to be outside the 500-year flood <br /> plain. <br />
