GO) 14 <br />A RESOLUTION TRANSFERRING /APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO - HAMAKUA <br />COMMUNITY DEVELOPMENT CORPORATION FOR THE KAUNAMANO FARM — <br />FODDER SYSTEM PILOT STUDY. <br />WHEREAS, with hay and grain prices reaching record highs, increasing shipping costs, <br />and unpredictable weather patterns damaging pasture lands, farmers and ranchers across the <br />country are in need of a dependable and affordable feed for their livestock; and <br />WHEREAS, the Kaunamano Farm — Fodder System Pilot Study will provide sustainable <br />data to farmers and ranchers as well as to the Hawaii County Department of Research and <br />Development; and <br />WHEREAS, the study will provide data to prove that hydroponic fodder will allow <br />ranchers and farmers to take control of their livestock feed regimen and bring them one step <br />closer to sustainability; and <br />WHEREAS, the benefits of using fodder over grain and concentrates is that not only <br />could livestock be healthier and have a better quality of life, they could be more productive and <br />profitable; and <br />WHEREAS, the goal will be to establish the industry standard for humane livestock <br />farming and environmentally friendly pasture management to ensure the optimal health of both <br />the livestock and the land; and <br />WHEREAS, by integrating the concept of land restoration with a productive, successful <br />organic food system, it will produce a farm with an intimate connection to the land and its health, <br />one both capable of using the land to its fullest productivity and increasing the health of the soil <br />and the environment through careful use of appropriate farming; and <br />WHEREAS, the Hilo- Hamakua Community Development Corporation, a 501(c)(3) <br />nonprofit organization, is assisting the Kaunamano Farm — Fodder System Pilot Study along with <br />the Hawaii County Department of Research and Development; and <br />
