BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The June 27, 2014 Lava Flow on the Northeast Flank of the Pu'u O'o may cross State Highway 130 in <br />the near future, isolating the communities south of the crossing. According to the 2010 Census data, <br />and our estimates of this fast growing Puna population, this area affects over 8,300 people. <br />We are requesting establishing this project to account for the cost for all aspects related to the June 27 <br />Flow, to repair, restore, rebuild, maintain, or improve, infrastructure to project public health and safety. <br />The Department of Public Works would like to request a waiver from the Finance Committee in order to <br />expedite the work for this project. <br />SIGNED: <br />�� DATE: 12 -8 -14 <br />Department Head <br />
