County of Honolulu <br /> <br /> ~ . <br /> RESOLUTION SUPPORTING LEGISLATION PROPOSED BY THE DIVISION OF <br /> FORESTRY AND WILDLIFE OF THE STATE DEPARTMENT OF LAND AND NATURAL <br /> RESOURCES FOR INSURING FUNDING OF THE HAWAII STATEWIDE TRAILS AND <br /> ACCESS PROGRAM OR "NA ALA HELE." <br /> WHEREAS, pursuant to Chapter 198D, Hawaii Revised Statutes <br /> ("HRS");.the State Department of Land and Natural Resources <br /> ("DLNR") is directed to plan, develop, acquire land or rights for <br /> the public use of land, construct, restore, and engage in <br /> coordination activities to's'implement the Hawaii Statewide Trails <br /> and Access Program or "Na,rA~a Hele"; and <br /> WHEREAS, the responsibilities of the Na Ala Hele Program <br /> include identifying and selecting trails and accesses for <br /> acquisition, development, and improvement; providing adequate <br /> management of Na Ala Hele trails and accesses; studying and <br /> utilizing a variety of options and approaches to expanding such <br /> trails; and evaluating all aspects of the program to better <br /> improve the system; and <br /> WHEREAS, the commercial use of trails or "ecotourism" is a <br /> growing business activity in Hawaii which provides a tourist or <br /> local consumer with first-hand experiences with natural-'Nand <br /> cultural resources through such activities as hiking, camping, <br /> kayaking, and snorkeling; and <br /> WHEREAS, legislation has been proposed by the DLNR ~c>r <br /> introduction at the 1997 Regular Session of the Hawau„S.tate <br /> Legislature that would ensure long-term supplemental £u~ang for <br /> the management, maintenance, and development of trails and <br /> accesses under the jurisdiction of the DLNR through a portion of <br /> the tax revenues generated by the sale of fuel to non=highway <br /> recreational vehicles, revenues generated from commercial use of <br /> select trails and accesses, and private contributions; and <br /> WHEREAS, the additional funding for such projects_as posting <br /> additional signs along Na Ala Hele hiking trails and applicable <br /> ocean waters frequented by local and visitor hikers would reduce <br /> the number of accidents involving missing hikers as well as <br /> county costs associated with such search and rescue efforts; and <br /> J,.,•.-. <br /> ~~~'tir« <br /> <br />
