No. 283/Bill No. 47 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:58AM <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit,to which was referred Bill No. 47, reports as <br /> follows: <br /> Bill No. 47, transmitted by Council Member Greggor Ilagan, via Communication No. 283 dated <br /> April 17, 2015 and postponed on May 5, 2015, amends Chapter 14, Article 11, of the Hawai`i County <br /> Code 1983 (2005 Edition, as amended) relating to neighborhood watch signs. <br /> This bill establishes a process to request, purchase, construct, and install neighborhood watch signs at <br /> approved locations. <br /> Council Member Greggor Ilagan spoke briefly in support of this measure, and urged the full Council <br /> to approve the amendments made to Bill 47 with the contents of Communication No. 283.3. The full <br /> Council voted in favor of these proposed amendments. <br /> Council Members discussed the newly drafted application for neighborhood watch signs, as <br /> highlighted in Communication No. 283.2. The application distinguishes roads and boundaries within <br /> respective neighborhoods so that proper sign placement can be determined by the Department of <br /> Public Works. <br /> Lieutenant Darren Horio from the Hawai`i County Police Department was present to discuss the <br /> proposed bill and stated that there was no formal application for the installation of these signs prior to <br /> the introduction of this bill. <br /> Lieutenant Horio touched briefly on Community Police Officer(CPO)training programs and the <br /> policies in place for the CPO(s)to partner with different communities and establish neighborhood <br /> watch programs throughout Hawai`i County. <br /> PSMTC Report No. 4 <br />
