REPORT OF THE COMMITTEE ON GOVERNMENTAL RELATIONS AND ECONOMIC DEVELOPMENT DATE: June 2, 2015 Re: Comm. No. 292/Res. No. 185-15 PLACE: Council Chambers Hilo, Hawaii TIME: 9:03 a.m. Council Chair and Members Hawaii County Council Hilo, HI 96720 Your Committee on Governmental Relations and Economic Development, to which was referred Resolution No. 185-15, reports follows: Resolution No. 185-15, transmitted by Council Member Daniel Paleka Jr., via Communication No. 292, dated April 17, 2015, requesting the Hawaii State Legislature to recognize July 31 as "La Ho `iho `i Ea," which translates to Restoration Day. Mr. Paleka entered a motion to approve Resolution No. 185-15, seconded by Ms. Wille. He provided brief clarification on how this resolution came forth. Mr. Paleka requested an individual representing Kanaka Council Moku O Keawe to come forward to present historical information on the importance of La Ho`iho`i Ea. The individual referenced an article, published in the February 16, 1907 edition of the New York paper, Harpers Weekly. The article focused on Japanese in Hawaii and how the children were so well behaved and taught from a young age to honor and protect the American flag, and how the U.S. government is still doing it today. The individual further elaborated on La Ho`iho`i Ea. He specifically pointed out that the origin of our State motto "Ua mau ke ea o ka `aina i ka pono" is derived from July 31st or La Ho`iho`i Ea. He mentioned this day was celebrated annually by Native Hawaiians up until the illegal overthrow of the Hawaiian Kingdom. Chair Onishi offered Council Members and the public the opportunity for comments and questions. Ms. Wille thanked the public for expressing their sovereignty and working to advance it. Ms. Wille mentioned, although she and many others may not be Hawaiian, she cherishes justice. It is from this perspective that she honors and appreciates their efforts. Ms. Wille elaborated on possible amendments to Resolution No. 185-15, and wanted suggestions from the public on how the Resolution can be stronger in regards to proclaiming specific Native Hawaiian holidays.
