GREDC — 1 Page 2 June 2, 2015 <br />One individual mentioned Resolution 185-15 should be drafted in `Olelo Hawaii for the Council <br />to consider. He also added that he would like the County to declare this a holiday and forward <br />this to the State Legislature <br />Ms. Wille asked Corporation Counsel Molly Stebbins to come forward and provide clarity on the <br />authorities of the County in regards to holidays. According to Ms. Stebbins the County has the <br />authority to designate a day in commemoration of an event, but as far as the County establishing <br />a holiday, she was not sure. <br />Chair Onishi asked of Ms. Stebbins to research the powers and authorities of the County Council <br />in regards to holidays and requested of her to provide her findings to the Council. <br />Ms. Wille requested more clarification from the public in regards to the Queen's birthday and the <br />Hawaiian Independence Day, La Ku`oko`a. One individual suggested these significant dates be <br />established a State and Federal holiday also. Ms. Wille reiterated her support for this Resolution <br />upon yielding. <br />Ms. Eoff thanked the testifiers for their attendance and expressed her appreciation to Mr. Paleka <br />for introducing this Resolution. She suggested an amendment to remove a portion of the fifth <br />whereas clause where it states, this day is not and shall not be construed to be a State holiday. <br />She briefly spoke in support of the resolution and then yielded. <br />Chair Onishi recommended any amendments for Resolution 185-15 should be introduced at the <br />next meeting of the Council on June 16, 2015. <br />Ms. David spoke in strong support for this Resolution and for Ms. Eoff s proposed amendments. <br />She made brief comments on the importance of the Hawaiian culture. She referenced in the <br />1970's there were no written history of the Hawaiian culture in our State schools and State <br />libraries and how she is proud of the progress we have made as a society within the last forty five <br />years. <br />Council Chair Kanuha thanked the public for their passion and for spreading awareness of the <br />Hawaiian culture and history of its people. He thanked Mr. Paleka for bringing this measure <br />forward. <br />Mr. Eagan thanked Mr. Paleka for allowing him the opportunity to learn more about the <br />Hawaiian culture. He requested Ms. Stebbins to explain the power of proclamations. <br />Ms. Stebbins clarified that the Mayor and the Council has the authority to proclaim and <br />recognize a day in the County of Hawaii. <br />Chair Onishi asked Mr. Paleka to offer a summary prior to a Committee roll call. <br />Mr. Paleka requested to make a verbal floor amendment to the Resolution. Clerk Maeda <br />suggested a written amendment for the purpose that the amendment is more than a typographical <br />change. <br />Mr. Paleka agreed to submit written amendments at the next meeting. He further thanked the <br />public for their passion and their patience. <br />
