Requirements for establishing a land use in the FA district, including a list of the variety <br /> of permitted land uses, are shown in Section 25-5-60 to 67 of the Zoning Code. (P.D. <br /> Exhibit 1-Zoning Code Requirements for Family Agricultural Districts) <br /> 2. Reason for the Request: The applicant is requesting the change of zone in order to <br /> subdivide the property into two lots (1.565 acres and 1.474 acres in size), with the makai, <br /> 1.565-acre lot to be conveyed to the applicant's daughter so that she can build a <br /> residence. The applicant plans to submit subdivision plans within 30 days of approval of <br /> the change of zone. (P.D. Exhibit 2 - Change of Zone Application) <br /> 3. Landowners: Charles E. Lipps, Jr. and Janet S. Lipps Trust <br /> STATE AND COUNTY PLANS <br /> 4. State Land Use Designation: Agricultural <br /> 5. General Plan LUPAG Map: Important Agricultural Land(IAL). Important agricultural <br /> lands are those with better potential for sustained high agricultural yields because of soil <br /> type, climate, topography, or other factors. Important agricultural lands were determined <br /> by including the following lands: <br /> • Lands identified as "Intensive Agriculture"on the 1989 General Plan Land Use <br /> Pattern Allocation Guide maps. <br /> • Lands identified in the Agricultural Lands of Importance to the State of Hawai`i <br /> (ALISH) classification system as "Prime" or"Unique". <br /> • Lands classified by the Land Study Bureau's Soil Survey Report as Class B "Good" <br /> soils. (There are no Class A lands on the island of Hawaii) <br /> • Lands classified as at least"fair" for two or more crops, on an irrigated basis, by the <br /> USDA Natural Resource Conservation Service's study of suitability for various <br /> crops. <br /> • In North and South Kona, the"coffee belt", a continuous band defined by elevation., <br /> according to input from area farmers. (Emphasis added) <br /> • State agricultural parks. <br /> 6. State and County Agricultural Studies: The General Plan discusses the importance of <br /> limiting changes of zone on important agricultural lands to parcels large enough to <br /> support economically viable farming units and to protect important agricultural lands in <br /> -2- <br />
