Arakaki, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 7 <br /> o Protect and encourage the intensive utilization of the County's important <br /> agricultural lands. <br /> o The county shall encourage [he development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> o Agricultural land shall be used as one form of open space or green belt. <br /> ECONOMIC <br /> o Economic development and improvement shall be in balance with the physical and <br /> social environments of the island of Hawaii. <br /> o The County of Hawaii shall strive for diversity and stability in its economic system. <br /> o The County shall provide an economic environment which allows new, expanded, <br /> or improved economic opportunities that are compatible with the County's natural <br /> and social environment. <br /> While the potential for intensive and/or extensive agricultural uses may exist, the <br /> project site is comprised of soils identified as "Aa" with Honoaulu and Moaula Series. <br /> It has very limited soil material with sharp lava clinkers. It is very well drained and <br /> very poorly suited for machine tillability. Soils within the subject property have been <br /> classified as "D" (Poor) for agricultural productivity by the Land Study Bureau's <br /> Detailed Land Classification System. Finally, soils within the subject property are <br /> classified as "Other Important Agricultural Land" by the ALISH system. "Other <br /> Important Agricultural Land" consists of lands other than Prime or Unique for <br /> agricultural uses. The requested RA-la zoning is consistent with the recommendation <br /> of the Kona Regional Plan. <br /> The proposed subdivision of 1 acre lots would be compatible with the rural <br /> character of lands surrounding the property. Surrounding land uses include <br /> single-family lots ranging from 11,000 to 22,000 square feet to the west; 1 acre lots to <br /> the north, across Kaloko Drive; and 3 acre lots to the east and south. Therefore, a <br /> favorable recommendation of this change of zone request will be consistent with the <br /> surrounding land use pattern already established within this portion of Kaloko. <br /> Primary access to the subject area from the Old Mamalahoa Highway, a County <br /> roadway having a pavement which ranges between 12 to 14 feet, with 2 to 3 feet wide <br /> <br />
