SECTION 3. If any provisions of this ordinance or the application thereof to any <br />persons or circumstances is held invalid, such invalidity shall not affect other provisions or <br />applications of the ordinance which can be given effect without the invalid provisions or <br />application, and to this end, the provisions of this ordinance are declared to be severable. <br />SECTION 4.
