If any provisions of this ordinance or the application thereof to <br />any persons or circumstance is held invalid, such invalidity shall not affect other <br />provisions or applications of the ordinance which can be given effect without the <br />invalid provisions or application, and to this end, the provisions of this ordinance <br />are declared to be severable. <br />SECTION 4.
