BRodriguezREZ.crk 8/26/15 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> MARK AND KIM RODRIGUES <br /> CHANGE OF ZONE APPLICATION (REZ 15-190) <br /> MARK AND KIM RODRIGUES have submitted an application for a Change of Zone <br /> from an Agricultural-20 acres (A-20a) to a Family Agricultural-3 acres (FA-3a) zoning district <br /> for approximately 25 acres of land situated along the east (makai) side of Lyman Springs Road, <br /> and also bordering along the north side of Kaumana Drive directly across of the Kaumana <br /> Estates Subdivision in Ponahawai, South Hilo, Hawai`i, TMK: 2-5-003:024. <br /> PROPOSED ACTION <br /> 1. Applicant's Request: The applicants are requesting to change the zoning district from <br /> Agricultural—20 acres (A-20a) to Family Agricultural—3 acres (FA-3a) for 25 acres of <br /> land in order to subdivide the property into five parcels. The applicants, who live on the <br /> subject parcel, would retain one 6.3+-acre lot and propose to convey lots, consisting of at <br /> least 4+ acres in size, to each of their three(3) children. According to the Zoning Code, <br /> the Family Agricultural (FA) district provides for a blend of small-scale agricultural <br /> operations associated with residential activities and which may be characterized by farm <br /> estates, small acreage farms, or subsistence lots. Requirements for establishing a land <br /> use in the FA district, including a list of the variety of permitted uses, are shown in <br /> Section 25-5-60 to 25-5-67 of the Zoning Code (P.D. Exhibit 1 —FA District Zoning <br /> Code). <br /> 2. Supportive Information: The applicants, who are the landowners,have submitted the <br /> attached in support of the request. (P.D. Exhibit 2 - Change of Zone Application) <br /> STATE AND COUNTY PLANS <br /> 3. State Land Use Designation: Agricultural <br /> 4. General Plan LUPAG Map: Extensive Agriculture, Important Agricultural Land and <br /> Medium Density Urban. <br /> 5. County Zoning: Agricultural—20 acres (A-20a). <br /> 6.
