REQUEST: <br /> ,p, L At~- -bear �A 0 t T.rts 4t.ork <br /> 1) Requesting a resolution authrizing the Mayor to enter into an agreemenyo accept federal funds from the <br /> Federal Highway Administration (FHWA) that has been awarded to the Hawaii County Prosecutor's Office. <br /> The funds will be used to combat impaired driving. 10s1o45 Do T '1- <br /> 2) Requesting a bill for an ordinance to appropriate $ ,N for the !FIe 20 6--=Project '. This would <br /> include ammending the budget to appropriate the funds to the project and creating a general ledger account <br /> and revenue account for the funds. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Office of the Prosecutor has requested funds in the amount of$105,045 to be used in the "Hawaii <br /> County Office of the Prosecuting Attorney -Training" Program, also known as "Flex 2016 - Project 5". <br /> These funds will be utilized to cover the costs directly related to providing specialized training for police, <br /> prosecutors and the judiciary in the investigation and prosecution of individual drivers impaired by alcohol <br /> and/or illicit substances. With the State of Hawaii having the highest percentage of alcohol-impaired traffic <br /> fatalities, prosecutors and law enforcement officers statewide must be equipped with the most up-to-date <br /> training and latest techniques in the investigation and prosecution of impaired drivers. <br /> The funds will be used statewide to meet the objectives of the program: 1) training focused on crash <br /> reconstruction and methods of crash investigations, 2) training to allow 100% of deputy prosecutors who <br /> prosecute traffic related cases to be up-to-date on laws affecting these cases, and 3) training law <br /> enforcement officers about technical investigation of crashes, negligent homicides, Operating Vehicle Under <br /> the Influence of Intoxicants and other traffic offenses. <br /> The funds are being awarded for the Federal Fiscal Year ro/01/2015 through 9/30/2016. <br /> SIGNED: DATE:)/72/ <br /> Department Head <br />
