The County Council of the County of Hawaii ("County"), by way of Resolution No. 709-08, <br /> authorized the Director of Finance to negotiate a seventy-five year lease with the Hawaii Island <br /> Community Development Corporation ("HICDC"), a non-profit Hawaii corporation, for the <br /> development of senior housing and supportive services in accordance with the requirements of the <br /> EO. The lease between the County and HICDC was finalized and executed on June 30, 2009. <br /> PHASE 1 <br /> On April 20, 2010, the County Council approved Resolution No. 328 10, which authorized the <br /> exemption of certain code requirements for the Project, pursuant to section 201 H-38 of the Hawaii <br /> Revised Statutes. <br /> The original 15.948 acre parcel was subdivided into two (2) parcels (one parcel of 6.376 acres and <br /> one parcel of 9.572 acres)to accommodate the construction of the first phase of the elderly housing <br /> project. HICDC began construction on the 6.376 acre first phase of the Mohouli Heights Senior <br /> Neighborhood Project("Project"), situated at tax map key(3) 2-4-001:177, in March, 2012. The 60 <br /> one-bedroom rental units for low-income seniors ("Phase 1")were completed in December of 2013. <br /> PHASE 2 <br /> Funding for Phase 2 of the Project has been secured and construction, on a 1.2 acre portion of the <br /> parcel situated at tax map key (3) 2-4-001:184, is expected to commence in early 2016 and be <br /> completed by early 2017. Phase 2 will consist of 30 one-bedroom, low-income senior rental units in <br /> two-story structures. Similar to Phase 1, Phase 2 will be subdivided as a separate parcel for <br /> financing purposes.
