Dru Kanuha, Council Chair and <br /> Members of the Hawai'i County Council <br /> September 22, 2015 <br /> Page 2 <br /> HICDC is working with Hawaii Island Adult Care ("HIAC")to construct a new facility for the Hilo Adult <br /> Day Center, which will allow the relocation of services from the existing facility located at the former <br /> Hilo Hospital building. The facility will be approximately 12,000 square feet in size with an <br /> operational capacity for 80 clients. The proposed facility will also be situated on a portion of the 1.6 <br /> acre site situated at tax map key (3) 2-4-001:184. The County Council approved Resolution No. 100 <br /> 13 on May 1, 2013, which authorized the exemption of certain code requirements, pursuant to <br /> section 201 H-38 of the Hawaii Revised Statutes, for the proposed HIAC project. <br /> PHASE 3 <br /> HICDC is in the process of securing financing for Phase 3 of the Project, which will consist of an <br /> additional 60 one-bedroom, low-income senior rental units. Phase 3 will be situated at(3) 2-4- <br /> 001:184 (on approximately 3.6 acres of land), and will also be subdivided as a separate parcel for <br /> financing purposes. <br /> REQUEST <br /> HICDC is requesting the pre-emption to allow the standards and requirements of the Multiple Family <br /> Residential One Thousand Five Hundred (RM-1.5) zoning for tax map key(3) 2-4-001:184,which <br /> consist of 9.572 acres that will include the Hilo Adult Day Center and Phases 2 and 3 of the Project. <br /> This zoning will provide the flexibility that is necessary to design a more efficient project. Phase 1 of <br /> the Project, designed in accordance with County Zoning Code Residential Multiple Family Four <br /> Thousand (RM-4) standards, is beautifully designed and comfortable for most of the residents; <br /> however, the sprawling layout results in (1) extensive grading, construction, operation and <br /> maintenance costs and (2) mobility issues for residents. A more compact design would reduce <br /> construction and management costs, and decrease travel within the Project for many of our <br /> residents that use canes, walkers or wheelchairs. With a two-story design, the addition of elevators <br /> would help to alleviate mobility issues among residents. <br /> To align the intended multi-family use of the original parcel with the required State Land Use <br /> designation, HICDC is concurrently requesting that the balance of the original parcel—0.948 acres— <br /> be pre-empted to allow the standards and requirements of the State Land Use Urban designation. <br /> As indicated in the draft resolution, the increase in density will not exceed the original, overall unit <br /> count of 160 units for the Project. <br /> Enclosed is a Resolution authorizing certain code exemptions pursuant to HRS Section 201H-38, in <br /> conjunction with HRS 46-15.1, to allow the County, with approval of the County Council, to exempt <br /> low-income housing projects from certain code requirements to facilitate the development of phases <br /> II and III of the project in South Hilo, Hawaii. <br /> If there are any questions, please contact Alan Rudo at 961-8379. <br /> off <br /> Susan K. !
