valued cultural, historical or native resources in the area. In the event legitimate <br /> gathering claims are made by Native Hawaiians, the applicant intends to respect and <br /> honor such claims and provide the needed access within the property. <br /> 18. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 19. Access: Access to the property is from Old Government Road, which is a one lane <br /> County road fronting the property. It has an approximately 10-foot wide pavement(in <br /> fair to good condition), with narrow shoulders, within a variable right-of-way. The tax <br /> plat map indicates the right-of-way width is about 50 feet fronting the property. <br /> According to the Department of Public Works(DPW), the road is substandard with <br /> regard to width and roadside hazard clearances and could benefit from a paved pullout <br /> along the subject property frontage. The DPW requires that any encroachments or <br /> obstructions within the County right-of-way be removed. Currently, there is an <br /> approximately 12-foot wide concrete paved driveway from Old Government Road to the <br /> property. <br /> 20. Water: According to the Department of Water Supply(DWS), the subject property is <br /> currently served with three 5/8-inch meters with substandard water pressure conditions, <br /> i.e. less than the minimum pressure of 40 pounds per square inch(psi) required by current <br /> subdivision standards. The applicant previously executed an"Out of Bounds <br /> Agreement"with the DWS because the three water meters are located adjacent to <br /> Hawai`i Belt Road rather than the subject property as required by the DWS's Rules and <br /> Regulations. An"Elevation Agreement"with the DWS was also executed because of the <br /> substandard water pressure conditions. However,the existing water system servicing the <br /> property does not meet water system standards for subdivisions in accordance with the <br /> Hawai`i County Code and the Rules and Regulations of the DWS. Upgrading the system <br /> to meet subdivision standards will require extensive water system improvements, <br /> including, but not limited to, storage reservoirs, booster pumps, and distribution pipelines <br /> but the DWS does not foresee any upgrades to its existing system that would provide the <br /> property with adequate pressure and volume of water. Therefore,the DWS has stated <br /> -5- <br />
