No. 509/Res.No. 310-15 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 3:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 310-15, reports as follows: <br /> Resolution No. 310-15, transmitted by Finance Director Deanna S. Sako, via Communication <br /> No. 509 dated October 2, 2015, authorizes the Department of Parks and Recreation to award funds to <br /> Kailapa Community Association. <br /> A grant of$71,000 would be provided to the Kailapa Community Association to supplement the cost <br /> of developing a community park and playground. <br /> Parks and Recreation Deputy Director Ken Van Bergen provided some background on this project. <br /> Mr. Van Bergen explained that they were approached last year by the Kailapa Community <br /> Association requesting assistance with the park. They were shown quotes received, and the <br /> department decided that the most sufficient, expedient way to assist was to provide them with a <br /> grant. Mr. Van Bergen further explained that $71,000 was appropriated for this project in this fiscal <br /> year. <br /> Mr. Van Bergen further commented that this grant would be for equipment and construction costs, <br /> and that this funding would complete this project, which will primarily go towards the playground. <br /> Kailapa Community Association President Diane Kaneali`i came forward via videoconference from <br /> Waimea. Ms. Kanealii explained that funds from this grant, together with another grant and funds <br /> from the public, will provide enough funds to complete this project. Ms. Kaneali`i further explained <br /> that volunteers will work to put this project together, and that it is a small gravel and <br /> astro-turf playground. <br /> Pursuant to Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawai`i County Code, grant awards <br /> in excess of$25,000 to nonprofit organizations shall specifically identify the organization receiving <br /> the grant funds and the purpose for which the grant funds shall be used in an ordinance or resolution. <br /> FC Report No.: 38 <br />
