The proposed reclassification action would also complement the <br /> goals, objectives, and/or policies articulated in the Hawai`i State Plan by encouraging <br /> urban growth primarily near to existing urban areas where adequate public facilities are <br /> already available. <br /> The urban classification conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment and to basic <br /> services such as schools, police and fire protection,transportation systems and <br /> water. The property is located near commercial shopping centers, other residential <br /> developments and supporting public service facilities, and thereby conforms with the <br /> Land Use Commission Rules which encourages urban developments in close proximity to <br /> existing services and facilities. <br /> Access to the site is from East Mamaki Street and Awa Street. East Mamaki <br /> Street is a County road with a 20-foot wide pavement within an 80-foot wide right-of-way <br /> and 4-foot wide grass shoulders. Awa Street is a County road with a 20-foot wide <br /> pavement within a 50-foot wide right-of-way and 6-foot wide grass shoulders. <br /> Emergency services are available in Hilo and Kea'au. The three (3) existing dwellings <br /> currently have individual wastewater systems. A septic tank system will be installed <br /> meeting the approval of the Department of Health for the proposed vacant lot. All <br /> essential utilities and services are available to the property. <br /> The property has no severe geological or topographical problems which <br /> cannot be properly rectified or which would render the land unusable. The U.S. <br /> Corps of Engineers Flood Insurance Rate Map (FIRM) designates the property as <br /> Zone "X", areas outside the 500-year flood plain. The property is located approximately <br /> 4.5 miles from the coastline and is relatively level. There are no existing drainage ways <br /> or improvements in the vicinity of the property. All project generated runoff will be <br /> disposed of on-site, so as not to impact neighboring properties. Thus, the reclassification <br /> meets with the standard which states that the lands included within the urban district"... <br /> shall be those with satisfactory topography and drainage and reasonably free from the <br /> danger of floods, tsunami and unstable soil conditions and other adverse environmental <br /> effects." <br /> Urban Districts shall include lands characterized by"city-like" <br /> concentrations of people, structures, streets, urban level of services and other <br /> related land uses.
