COUNTY OF HAWAII STATE OF HAWAII <br />BILL NO. 147 <br />ORDINANCE NO. <br />AN ORDINANCE AMENDING CHAPTER 2 OF THE HAWAII COUNTY CODE 1983 <br />(1995 EDITION) BY ADDING A NEW ARTICLE RELATING TO THE LEGISLATIVE <br />BRANCH AND ITS ABILITY TO CONTRACT FOR SERVICES. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Purpose. The purpose of this measure is to allow the council chair, <br />rather than the mayor, to sign contracts involving the council and the office of the county <br />clerk. <br />SECTION 2. Chapter 2 of the Hawaii County Code 1983 (1995 Edition) is amended <br />by adding a new article to read as follows: <br />Article _. Legislative Branch <br />Section 2- . Council contracts. The county council may contract for services <br />necessary to the exercise of its legislative powers. The council chair shall execute contracts on <br />behalf of the council and the office of the county clerk. The execution of the contract shall be <br />sufficient to obligate the county, subject to approval by the corporation counsel as to form and <br />legality and certification by the director of finance as to the availability of funds." <br />SECTION 3. If any provisions of this ordinance or the application thereof to any <br />person or circumstance is held invalid, the invalidity does not affect other provisions or <br />
