COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST (A-3a to RA-1a) <br /> WATANABE FAMILY TRUST <br /> PANAEWA HOUSE LOTS <br /> SOUTH HILO, HAWAI'I, TAX MAP KEY: (3) 2-2-051: 003 <br /> I. INTRODUCTION <br /> Marjorie O. Watanabe, representing the Watanabe Family Trust <br /> ("Applicant"), wishes to subdivide her 2.73 acre property into two (2) lots, <br /> consisting of a minimum of 1 acre in size. If approved, the requested lots <br /> would then be conveyed a lot to each of her two (2) children. The goal, thus, <br /> is essentially to address a family partitioning objective. <br /> Inasmuch as the property is zoned Agriculture (A-3a), the property must be <br /> rezoned into the Rural-Agriculture (RA-1a) district. <br /> II. PROJECT LOCATION <br /> The subject property fronts the south side of Lama Street, approximately 500 <br /> feet west of Railroad Avenue in the Panaewa House Lots area. Its street <br /> address is 580 Awa Street. The Hawaii Belt Highway is located <br /> approximately 1 mile west of the subject property. (Figures 1 & 2). <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The subject parcel is owned by the Applicant. With the support of one <br /> her two (2) children, the Applicant has and continues to maintain a <br /> small, supplemental-income farm consisting of fruit trees (such as <br /> papayas, avocado, tangelo, and pineapple), vegetable crops <br /> (hydroponic lettuce, beans), and some chickens. In that regard, a <br /> farm dwelling permit was issued in 2001 to allow the construction of <br /> second farm dwelling on the subject property. <br /> As such, today the site-- in addition the greenhouse and related farm <br /> structures - consists of two (2) dwellings, whose occupants include the <br /> Applicant and one (1) of her two (2) of their children and their families. <br /> The Applicant is retired. While the property is still being farmed, her <br /> son and family that live in the other dwelling have alternative <br /> 1 <br />
