Flora/Fauna Resources: There was no formal flora/fauna study conducted for this time <br /> extension request. The applicant indicated that the majority of the property is overgrown <br /> with alien floral species, primarily lantana, natal red top, spiny amaranth, lilikoi, ficus, <br /> tree fern, Christmas berry, beggar weed, Bermuda grass and elephant grass. Due to <br /> previous grubbing activity, and the development of dwelling on the site, it is unlikely that <br /> threatened or endangered floral or faunal species are present on the property. <br /> 22. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> UTILITIES AND SERVICES <br /> 23. Access: Access to the site is off Mamalahoa Highway. Mamalahoa Highway is a two- <br /> lane, County roadway which has a pavement width of 20 feet within a 40-foot right-of- <br /> way. According to the Department of Public Works Engineering Division, Condition D <br /> of the ordinance should be amended to include the following language: <br /> "A common access approach for all proposed lots to Mamalahoa Highway, including the <br /> provision of adequate site distances, shall meet with the approval of DPW. " In addition, <br /> Condition E should be amended to reflect changes to the General Plan facilities map <br /> which now classifies Mamalahoa Highway as an existing collector street which increases <br /> the"proposed"minimum width of the right-of-way from 50 feet to 60 feet. <br /> 24. Water: According to the Department of Water Supply, the applicant has an existing <br /> water commitment of 800 gallons per day(equivalent to two units of water at an average <br /> daily usage of 400 GPD per unit). Additionally,the applicant will be required to install, <br /> remit facilities charges, and convey the necessary water system improvements to ensure <br /> service. <br /> 25. Wastewater: Wastewater generated within the proposed subdivision will be disposed of <br /> within individual wastewater disposal systems meeting with the approval of the State <br /> Department of Health. <br /> 26. Essential Utilities and Services: All other essential utilities and services are available to <br /> the property. <br /> -4- <br />
