Dru Kanuha, Council Chair <br /> and Members of the County Council <br /> Page 3 <br /> The reclassification action would be consistent with the goals, objectives and <br /> policies of the Hawaii State Plan and Puna Community Development Plan by providing <br /> future employment opportunities and improved living standards and stimulating the <br /> development and expansion of economic activities. <br /> The Urban classification conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment and to basic <br /> services such as schools, police and fire protection, transportation systems and <br /> water. The property is located less than one mile from the village retail and employment <br /> center of Kea'au. Schools and medical,police and fire services are also located within <br /> Kea'au. <br /> The accompanying draft bill to amend the State Land Use Boundaries Map is <br /> provided for your favorable consideration. <br /> Change of Zone <br /> The applicant requests a Change of Zone from Agricultural - 20 acres (A-20a) to <br /> Limited Industrial - 20,000 square feet (ML-20) for approximately 2.082 acres of land. <br /> The applicant has submitted a concurrent request for a State Land Use Boundary <br /> Amendment from an Agricultural to an Urban district. The property is fully developed <br /> with a 17,000 square-foot warehouse structure, an anthurium greenhouse and paved <br /> parking. <br /> On August 8, 1988,the Planning Commission approved Special Permit No. 671 <br /> to allow the establishment of a processing and packing facility for anthuriums and other <br /> flowers and foliage on the subject property. The applicant recently requested that Special <br /> Permit No. 671 be revoked because agricultural products packing and processing <br /> facilities are now a permitted use under the State Land Use Law, Chapter 205 Hawai`i <br /> Revised Statutes. <br /> The owners believe that there is a much broader demand for other non-agricultural <br /> uses of the facility that may include service-type light industrial uses such as self-storage <br /> facilities, contractor baseyards, small business storage and warehousing among others. <br /> Currently, there is no time table for terminating the existing use on the property and there <br /> are no proposed improvements at this time. <br />
