The County has to work towards the goal of improving Milo Street to <br /> industrial/commercial standards by having each applicant participate in the widening and <br /> improvement of this private road. <br /> Based on the above discussion, a condition of approval is recommended requiring <br /> the applicant to construct roadway improvements meeting with the standards outlined in <br /> Standard Details for Public Works Construction R-34 (revised) by providing shoulders <br /> and paved swale improvements along its entire property frontage that will connect to <br /> the existing Milo Street roadway pavement fronting the subject property. These <br /> improvements along the property's Milo Street frontage and within the 10-foot road <br /> widening will consist of, but not be limited to, pavement widening with shoulder and <br /> paved swale improvements, drainage improvements and any required utility relocation, <br /> meeting the requirements of the Americans with Disabilities Act and the approval of <br /> the Department of Public Works. <br /> Lastly, a condition of approval will be added to require the applicant to <br /> participate with their fair share cost of a roadway improvement and maintenance <br /> program if such a program is initiated by the owner to improve and maintain the <br /> private portions of Milo Street, which is currently owned by W. H. Shipman, Ltd. <br /> The property has no severe geological or topographical problems which cannot <br /> be rectified or which would render the land unusable. The project site is located within <br /> Zone "X", areas determined to be outside the 500-year floodplain. All development <br /> generated storm run-off shall be disposed of on-site and not allowed onto adjacent <br /> properties or roadways. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management. The subject property is not in the Special <br /> Management area, located more than three miles from the shoreline and will not be <br /> impacted by coastal hazards or affect beach erosion, coastal ecosystems and marine <br /> resources. There is no record of a designated public access to the shoreline or mountain <br /> areas that traverses the property. There is no evidence of any valued cultural or natural <br /> resources existing on the site and there is no evidence of any traditional and customary <br /> Native Hawaiian rights being practiced on the property.
