professional surveys were conducted of the site. The property is located in an urban <br /> setting in close proximity to the airport and various commercial uses. According to the <br /> applicant, there are no known rare or endangered plant or animal species on the site. <br /> 17. Archaeological/Historical Resources: As the property is improved,no professional <br /> surveys were conducted of the site. By letter dated November 30, 2015, the applicant <br /> requested a letter of"no effect"from the State DLNR-SHPD. <br /> 18. Cultural or Native Gathering Rights: The property does not contain any features of <br /> cultural importance and there is not history of traditional gathering associated with the <br /> property. The proposed rezone would not affect the exercise of traditional or customary <br /> Native Hawaiian rights in the area. <br /> 19. Public Access: There is no record of a designated public access that traverses the <br /> property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 20. Access: Access to the project site would be from Kanoelehua Avenue which, in this area, <br /> is a six (6) lane State maintained highway with a divided median with 30-foot wide <br /> pavements within each travelway within a 120-foot right-of-way. Due to the divided <br /> highway condition, no left-turn movement into the property is possible, with only right-in <br /> and right-out movements permitted. Curb,gutters and sidewalks have been installed on <br /> the western side of Kanoelehua Avenue. Traffic is expected to increase due to the <br /> proposed project,however, vehicular movements, including those of employees, are not <br /> anticipated to exceed 20 AM/PM peak hour trips. <br /> 21. Water: According to the Department of Water Supply(DWS), water is available from <br /> an existing 12-inch waterline within Kanoelehua Avenue fronting the subject parcel. In <br /> addition, there is an existing 5/8-inch County water meter limited to a maximum daily <br /> usage of 600 gallons per day total, which the applicant anticipates would be sufficient for <br /> the proposed office use. <br /> 22. Wastewater: According to the Department of Environmental Management, the property <br /> is currently not accessible to the County sewer system as defined under Hawai`i County <br /> Code 21-2.
