DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 8. Subject Property: The 21,050 square foot property rectangular in shape and relatively <br /> flat. The property was fully cleared and improved as a residential use with a single- <br /> family dwelling situated at the rear of the property, which was constructed in 1974. That <br /> dwelling has become vacant and dilapidated. The applicant plans to demolish the <br /> dwelling in order to construct the office building. <br /> 9. Surrounding Zoning and Land Uses: The land uses in the immediate area are a mix of <br /> commercial, industrial and residential uses. Immediately adjacent properties are zoned <br /> RS-10, ML-10, and MCX-20. Hilo International Airport is zoned ML-20 and located east <br /> of the property. Commercial and/or industrial uses nearby include a retail paint store, a <br /> cable company with cable truck storage areas, office buildings and a gas station. The area <br /> has been undergoing a transition from single-family residential uses to commercial and <br /> light industrial over the past 30 years. The property directly adjacent to the south of the <br /> subject property was rezoned to MCX-20 in 2006 and a property across Kanoelehua <br /> Avenue to the east of the subject property was rezoned to MCX-20 in 2012. <br /> 10. Agriculture Lands of Importance to the State Of Hawaii(ALISH): Unclassified. <br /> 11. Land Study Bureau's Productivity Rating: Unclassified. <br /> 12. U.S.D.A. Soil Type: Keaukaha extremely rocky muck, 6 to 20 percent slopes (rKFD). <br /> The Keaukaha Series consists of well drained, thin organic soils over pahoehoe lava <br /> bedrock. Runoff is medium, erosion hazard slight and shrink-swell potential high. These <br /> soils are usually moist,but when dried, they have high shrinkage but low swelling <br /> potential. <br /> 13. Noise Impacts: Existing ambient noise includes airport/aviation use, traffic, wind and <br /> foliage. Short-term noise impacts associated with the project will be temporary with <br /> compliance to all applicable State rules governing construction noise abatement. <br /> 14. Air Quality: The proposed project should not directly impact air quality in the area. The <br /> only impact to air quality would be associated with vehicular traffic to and from the site. <br /> 15. Flood Zone: Zone "X", an area outside of the 500-year flood plain. <br /> 16. Flora/Fauna Resources: As the project site is improved with a dwelling, no <br /> -2- <br />
