4. Applicable goals/policies and objectives of the General Plan. <br /> The county General Plan Land Use Patter Allocation Guide (LUPAG) map <br /> designates the site Important Agricultural Lands. Certain areas that could have <br /> been classified as Important Agricultural Lands, have been placed within Urban <br /> Land Use categories. This property is adjacent to existing urban areas. This <br /> represents a decision that the orderly development of those urban areas justifies <br /> the eventual conversion of those lands to urban use. <br /> The subject property is presently adjacent to an existing urban area. Based on <br /> the requested Family Agricultural (FA-1A) designation, the project would be <br /> consistent with the General Plan and no amendments would be required. (See <br /> Attachment "C") <br /> 5. General Plan designation (LUPAG Map) Important Agricultural Land and a <br /> small portion in Low Density Urban. The LUPAG map component of the General <br /> Plan is a representation of the document's goals and policies to guide the <br /> coordinated growth and development of the County. It reflects a graphic depiction <br /> of the physical relationship among the various land uses. The LUPAG Map <br /> establishes the basic urban and non-urban form for areas within the County. The <br /> proposed request conforms to the LUPAG Map, which designates the property <br /> mainly as Important Agricultural Land with a small portion designated as Low <br /> Density Urban. Important agricultural lands are those land with better potential for <br /> sustained high agricultural yields because of the soil type, climate, topography, or <br /> other factors. Additionally, a small portion of the property is designated as Low <br /> Density Urban, which allows residential uses, with ancillary community and public <br /> uses, and neighborhood and convenience-type commercial uses; overall <br /> residential density may be up to six units per acre. The majority of the property <br /> is classified as Prime Agricultural Land by the ALISH System. <br /> 6. Zoning Family Agricultural — 2 acres (FA-2a) <br /> The County zoning of the subject property is Family Agricultural-2 acre (FA-2a). <br /> Properties in the general area are zoned FA-la, RS-10 and RS-15. (See <br /> Attachment "D") <br /> If approved, the site would be subdivided pursuant to the Zoning and Subdivision <br /> Codes. Further, all uses and standards consistent with the requested FA-la zone <br /> would be adhered to. (See Attachment E) <br /> 7. Community Development Plan The Hilo CDP, adopted as Planning <br /> Commission Resolution No. 1 on May 21, 1975, identifies the area as A-3a. <br /> 8. Special Management Area (SMA) The property is not located within the SMA <br /> and is approximately 4 miles from the nearest coastline. <br /> 3 <br />
