Soil Survey: Kaiwiki silty clay loam, 10 to 20 percent slopes (KaD). <br /> 17. Flood Zone: The property is located in Flood Zone "X", an area outside of the 500-year <br /> flood area. <br /> 18. Flora/Fauna Resources: There were no professional flora/fauna surveys conducted of <br /> the site. The applicants do not believe that rare or endangered floral or faunal resources <br /> are likely on the site, as the property has been previously used for sugar cane cultivation. <br /> The property is not known to be a habitat for any rare or endangered species. <br /> 19. Cultural/Historic/Archaeological Resources: Since the property was formerly used for <br /> sugar cane cultivation,no commissioned archaeological survey was conducted. The <br /> Department of Land and Natural Resources-State Historic Preservation Division <br /> previously issued a"no-effect" letter dated November 15, 2006 in which they determined <br /> that no historic properties will be affected by a rezoning action on the subject property. <br /> 20. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 21. Access: Access to the property is from `Akala Road, which is a County roadway that has <br /> approximately 18 feet of pavement within a 30-foot right-of-way. The City of Hilo Zone <br /> Map identifies `Akala Road as a proposed 60-foot right-of-way, with a future 15-foot <br /> road widening setback on both sides of`Akala Road. As the property was previously <br /> rezoned, a condition of approval was required for the applicants to provide a 15-foot <br /> future road widening along the entire frontage of Akala Road. This condition was <br /> complied with when the property was subdivided in 2009. The 15-foot future road <br /> setback has been indicated on the 2009 subdivision map as well as the updated tax map <br /> for the property. There is an existing driveway from `Akala Road to the existing <br /> dwelling on the northern portion of the property. <br /> -3- <br />
