COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 481 16 <br /> A RESOLUTION ESTABLISHING THE BANYAN DRIVE HAWAII <br /> REDEVELOPMENT AGENCY. <br /> WHEREAS, the Banyan Drive Peninsula contains about eighty-five percent (85%) of the <br /> overnight visitor accommodations in east Hawai`i; and <br /> WHEREAS, the State, thru various leases, has provided little to no incentive for the <br /> lessees of the properties in the area to make major investments in improvements to the <br /> infrastructure, resulting in the deterioration and dilapidation of the areas infrastructure and <br /> facilities, thereby creating a"blighted area," which causes both economic and social liability for <br /> our island community; and <br /> WHEREAS, under the provisions of Chapter 53, Hawai`i Revised Statutes, as amended, <br /> the County Council of the County of Hawai`i by resolution may create a local redevelopment <br /> agency for the County, which shall be a County agency and a public body, corporate and politic, <br /> and shall consist of five members, appointed by the Mayor, with the approval of the Council, <br /> who shall be outstanding and public-spirited citizens and who shall have resided in the County <br /> for at least three years immediately preceding their appointment; and <br />
