REQUEST: <br /> To allow the Department of Research and Development to enter into a one year agreement with the State of <br /> Hawaii, Department of Land and Natural Resources, Division of Fish and Wildlife (DOFAW)to accept funds <br /> in order to implement a Little Fire Ant (LFA) Voucher Program to assist the resident's efforts to reduce and <br /> manage LFA in 12 communities around the Big Island, properties adjacent to county parks and the general <br /> public. The LFA Voucher Program is the County's commitment to support the residents' efforts to manage <br /> the LFA infestation in Hawaii. <br /> -Waive: Request to waive Finance Committee in order to meet fiscal year end. <br /> -Please waive the 5-day holdover period. <br /> -Please create a resolution to enter into an agreement to accept the funds. <br /> -Please create a bill for an ordinance to appropriate funds of$96,589.00. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The LFA was first discovered on Hawaii Island in 1999. Since then the LFA has infested areas throughout <br /> the island. The LFA ranks among the world's worst invasive species as it threatens native biodiversity, alters <br /> tropical ecosystems, impedes tourism, cause intense and painful swelling in humans as well as may cause <br /> blindness in animals. <br /> The Department of Research and Development in partnership with Big Island Invasive Species Council <br /> (BIISC), Hawaii Ant Lab (HAL) and Hawaii County Economic Opportunity Council (HCEOC) will establish a <br /> LFA Voucher Program to assist the resident's efforts to reduce and manage LFA in 12 communities around <br /> the Big Island, properties adjacent to county parks and the general public. <br /> C- � _ �.
